Oxford Water Treatment Plant

Goodwyn, Mills and Cawood, Inc. has served the Oxford Utilities Board since 1986. Through
this time they have assisted Oxford in developing an independent well field owned by the Utilities
Board. Approximately 3 years ago, the Utility Board determined a surface water supply was
needed due to the rapid growth that was occurring within Oxford. The Board and City combined
to purchase a $10M site adjacent to the Cold Springs Exit on I20. They in turned sold
most of the site to a retail developer, retaining a quarry and sufficient land to build a surface
water plant.
The concept includes utilization of the abandoned quarry as the primary source of water.
The quarry will be supplemented by Choccolocco Creek. The quarry will serve as a pre-settling
basin for the creek water. From the quarry, water will be treated with a 4 MGD surface water
plant with a capacity to be expanded to 6 MGD. This source will serve Oxford for the next 50
years.
The technology of the plant will include innovative pretreatment (IDI Superpulsator) following
the quarry, then a membrane filtration process. A pilot study was conducted by four membrane
manufactures in April - June 2005. This extensive study will result in the first surface
water membrane plant in Alabama.
