Kevin Baughn is an architectural judicial, governmental and correctional segment leader and subject matter expert. With over 31 years of experience, expertise, and excellence in the planning, programming and design of justice facilities—judicial complexes, DOJ facilities, DHS facilities, courthouses, law enforcement agencies, prisons, local adult detention facilities, special needs facilities, and juvenile detention centers, his vast experience fosters the exchange and implementation of knowledge between governmental agency leadership and the operational leadership in the area of high-quality planning, programming, design, and delivery of justice architecture. Kevin specializes in technical expertise and coordination of the unique systems integrated into and required for all justice facilities. In addition, Kevin plays a lead role in existing justice facility conditions assessments, detention facility data analysis, historical detention population trend research and the development of forecasts for future detention population and classification needs. This data analysis capability delivers objective, quantitative information across key areas resulting in guidance to the Client on the financial and human cost of the detention facility’s future operational strategy.
