The state-of-the-art operations center is one of seven regional hubs for the Florida Department of Law Enforcement (FDLE). The center combines advanced laboratory, administrative and coordination spaces to support multi-agency emergency response across 10 counties in the Florida Panhandle.
When the State of Florida initially engaged an architect and construction manager for a new
regional operations facility, projected costs far exceeded the budget. To align with both initial
and long-term funding goals, the state pursued a design/build/lease/operate/maintain approach.
Jarvie, LLC was selected as developer, with GMC serving as project architect and civil engineer.
Collaborating closely with the developer, contractor, and the Florida Department of Law
Enforcement (FDLE), GMC delivered a fast-track design process, issuing sitework and structural
packages ahead of final documents to accelerate the schedule by at least six months.
Designed for efficiency, durability and long-term maintainability, the facility operates within budget with operating and maintenance costs guaranteed for 30 years. The project not only enhances regional readiness but also supports the local economy through specialized job creation. GMC’s role encompassed architecture, civil engineering, and construction materials testing, ensuring a high-performing, resilient facility ready to serve critical operational needs.
