The design team was engaged by the South Carolina Technology and Aviation Center (SCTAC) and the International Transportation Innovation Center (ITIC) to design and support the construction of a new 3-mile oval track, purpose-built to accommodate sustained speeds of 75 mph for large commercial vehicles and up to 25% cross slopes on the turns. The project scope includes grading, stormwater management, sediment and erosion control, pavement design, electrical infrastructure that includes electronic track signage, specialized asphalt surfacing, safety systems that meet international and national test levels, an underground tunnel for vehicles to access the track without interrupting ongoing testing operations, and construction coordination with the Construction Manager at Risk. As part of the broader testing facility, the project also features dedicated infrastructure for automotive brake testing, including a brake lane and slope hill.
Due to the project being funded by federal and state grants the design team worked to accommodate these funds to deliver a high-quality test track while staying on budget. Engineering and teamwork were key, along with value engineering designing. An example of this is the stormwater design that combines storm pipes and swales that work together to convey heavy rainfalls of stormwater out of the tracks' pavement and into the detention ponds, lowering the cost of the design.
Another example was a segment of guardrail on the inside radius of the south oval, on top of the tunnel, that could not be installed due to insufficient space in between the top of the tunnel and the guardrail's pillar foundation, so an in-situ concrete barrier was designed and constructed that provided a better level of safety, meeting international and SCDOT standards.
Additionally, groundwater was encountered at the tunnel's location while it was being excavated; in order to prevent major delays in the project's overall schedule, fast but calculated engineering modifications were made with collaboration from structural and geotechnical experts.
