Tybee Island Floodplain Management and CRS Program Assistance

GMC staff assisted the City of Tybee Island with an audit of their Floodplain Management Program in order to maximize their points in the Community Rating System (CRS).

The release of the 2013 updated CRS manual, which included the realignment of points within the different sections, raised concerns for City of Tybee officials and staff that these changes could result in the movement from a Class 7 to a Class 8 in the program.

The audit performed by GMC staff reviewed each activity in the CRS manual to determine where the City was currently receiving credit and where additional points could be captured. GMC staff completed a detailed assessment of the City’s Flood Damage Prevention Ordinance, and other development regulation, to determine their level of compliance with FEMA, the needed changes, and the number of CRS points that could be awarded for requirements that exceed minimum standards.

The project resulted in The City receiving a Class 5 score in the CRS program, which is an accomplishment that few cities in the State have achieved.
