Local architecture and engineering firm Goodwyn Mills Cawood (GMC) is expanding its presence in Florida with the addition of infrastructure and engineering leader Addie Javed, PhD, PE, CFM to its Tampa team.
Javed brings more than 30 years of experience advancing innovation and operational excellence across both the public and private sectors. Named one of the American Public Works Association’s (APWA) 2025 Top Ten Public Works Leaders of the Year and a Fulbright Scholar, Javed has also received recognition from the Florida City and County Management Association (FCCMA), Engineering News-Record (ENR) and National Civil Engineering News for his visionary leadership, collaborative governance and contributions to the engineering and public service profession.
“Bringing Addie on board is a major milestone for our continued growth in Tampa and across Florida, especially for our water and wastewater group,” Scott Stannard, vice president of engineering, said. “His deep knowledge and technical expertise make him a valuable addition to our group. Javed has a proven record of modernizing public infrastructure and operations, delivering resilient infrastructure and enhancing quality of life through performance-driven projects. His approach combines data-driven decision-making, technology, sustainability and collaborative leadership to help municipalities address complex infrastructure challenges and improve the communities they serve.
Drawing on his experience as a public works director, utilities manager, county engineer and program manager, Javed joins GMC as technical practice leader for the firm’s water and wastewater group. In this role, he will provide technical and strategic leadership, mentor and grow the team, strengthen relationships with municipal and utility clients and work alongside GMC’s business development team to expand the firm’s water and wastewater presence throughout Florida.

Javed is a licensed professional engineer in Florida as well as a certified floodplain manager. He earned his Doctor of Philosophy (PhD) in Civil Engineering/Public Works and Administration from the University of Florida and his Master of Science in Environmental Engineering from Michigan State University.
