Foley Forward, Comprehensive Master Plan

As part of the Foley Forward process, GMC has been working with the City of Foley, Alabama to develop an updated comprehensive master plan. Foley Forward includes the process of updating the current plan based on sectors, or quadrants, of the City – southeast quadrant, downtown, southwest quadrant and the northeast quadrant.

The City of Foley has experienced significant growth across the entire City with many residential neighborhoods having been built over the past ten years, and many other neighborhoods in some stage of the planning and permitting process. GMC worked closely with the City to understand the dynamics and relationships occurring within the community to better coordinate planning impacts to infrastructure, community facilities, natural resources and transportation.

Each quadrant of Foley Forward has yielded unique dynamics that must be considered when planning for the future. The Southeast Quadrant has seen the most residential growth and experienced the development of OWA. Downtown Foley is in the midst of a renaissance and the recently enacted local Main Street program has been actively growing opportunities downtown. The Southwest Quadrant has many sensitive environmental and stormwater management issues around the Bon Secour River.

Designated as Foley Forward, the plan set forth a process to engage citizens, unify and embrace previous planning efforts, and develop a roadmap for the future of part of the City. The plan for each quadrant includes goals, policies and projects related to the future land use, transportation, and community facilities and services.
